No origin is given for Waylon Jeepers.

Little is known about Waylon Jeepers past save for the fact that he was forced to leave Venice Beach for being "too strange". Waylon Jeepers first appeared when Freakazoid was trying to capture Cave Guy, where he demonstrated his powers of turning beavers into gold.  When Freakazoid is finished his fight with Cave Guy, Jeepers offers to show him something mysterious and strange.  Suddenly, Freakazoid started yelling at him for being so creepy and Jeepers, dejected, slunk off in shame.

Jeepers later returns with a new plan and a newly improved watch.  The watch now gave him the ability to turn pigeons to stone, which was promptly confiscated by Freakazoid.  Jeepers, now enraged, uses an old book to summon an ancient entity named Vorn the Unspeakable to get revenge on Freakazoid.  Though they are able to turn Freakazoid's girlfriend Stephanie to stone, Freakazoid was able to turn the tables and defeat the pair.

Waylon Jeepers is generally thought of as behaving in a very creepy manner, which others find off-putting.  However, he also has low self-esteem, as demonstrated when Freakazoid berated him into giving up.

Though Waylon has no conventional powers he can use for himself, he is capable of creating magical artifacts, meaning that he may have some magical abilities, or at least the skill to harness magic.
