Libra is the name of several super-villains in the Marvel Universe, all of whom where members of the super-villain team Zodiac.
Gustav Brandt
Gustav Brandt was the first to take on the name of Libra for the Zodiac and was an ally to the Avengers during the Destiny War, a battle between the two villainous time travellers Kang and Immortus.
